In most cases, yes. Belgian legal persons and Belgian public authorities are required to file digitally via regsol.be. Belgian individuals may file digitally via regsol.be or in writing with the trustee. Foreign creditors represented by a professional agent (lawyer, accountant, etc.) must file digitally; foreign creditors without such representation may choose either method.
